Start with the furniture
Children climb. Keep chairs, stools, planters and storage boxes away from the balcony edge so they can't be used as steps. This one habit removes many risks.
Check the railing height and gaps
Look at the height of your existing railing and any gaps a small child or pet could slip through. Older buildings often have low parapets or wide horizontal rails.
Add a barrier that doesn't close the view
